What about a rope tightening tool of some sort to help with reheading drums?

can also go get a "cleat puller" from a climbing shop and use it, not as good as the bar, but very handy!  I now have

When you buy replacement skins, do they come with some kind of instructions on how to reskin your drum?
Response:   No, not really.    However, below is what I had told one person in an email.   

   Greetings Gary,
   We sell skins with hair removed, many prefer them to avoid the time and hassle ...
 
   You might check with others in your drum circle for their recommendations, but here is mine 
   more or less, remember of course each person develops their own methodology.
 
   Wet the skin for a full day.     Then partially assemble it onto the shell, straightening and
   arranging the vertical pulls, and pulling the skin so that no wrinkles or lumps etc are between
   the inner ring and the bearing edge.
 
   Then let it dry a few hours, then tighten it just a bit more, again smoothing out as much as possible.
   Then take scissors and cut off the biggest bulk so you can get rid of the most mass of hair.    Then use
   a prepared (or unprepared if your careful) razor and start removing the hair from the playing area.
 
   A prepared razor is a throw away kind, with the edges of the blade rounded with a file so that they
   will not dig into the skin.   cutting the skin can ruin it and have you start over with a new skin.... so
   do be careful.  
 
   After its shaved down fairly well, leave that part alone, and go back to the tightening process and get
   it fairly tight.    Let it sit a day, then finish up the tightening.    Then use sandpaper to smooth down the
   stubble left from the shave job.    Then one last tighten and you should be done and ready to play.
 
   This all is a 3 day process basically, ...   some do it all on the first day somehow, then just tighten it
   after another day then again after the 3d.    
 
   I hope this helps...

Dear Drummers: I just bought a beautiful doumbek with jingles from Ruarto, and would like to compliment him on his generosity and exceedingly rapid service. I had been looking for a doum with jingles, and left him a note on e-bay some time ago,asking him to contact me when he found one. He followed up on Mar 13, my birthday, and gave me a sweet deal. It arrived four days later, in perfect condition. Included was some very interesting recycling material inclusive of newspapers, empty plastic water/soft drink bottles to protect the doum, along with two round gourd-like orbs on a string that looked like....well...yeh.......;-) so anyway,they became cat toys for my Tonkinese. It's very rare to find a proprietor who loves his wares to the point of it hurting to buy it off of him. I'd have to say that rarely do I ever get to deal with someone who is as pleasent or as genuine. I was buying a gift for one of my friends and she was not pressured into getting something which was more then what she needed. After she described what she was looking for in a djembe, he offered what fit her needs and not the most expensive drum. I would have to say he's earned a couple of thoroughly satisfied customers who have only one place to look for in these specialized items.
